The honest way to measure a CSS switch is a before/after CPC comparison under controlled conditions, because plenty of other things move CPC at the same time: seasonality, competitors, bid changes, feed changes.
- Pick stable campaigns. Use campaigns whose targets, budgets and product sets you haven't touched recently, and avoid comparing across a seasonal boundary (a switch in mid-November will be swamped by Black Friday auction pressure).
- Compare like-for-like windows. Two to four weeks pre-switch vs the same length post-switch, excluding the processing days in between. Look at average CPC and absolute top/impression share together: the claim to verify is same position, cheaper clicks.
